“We have some issues with corruption and bureaucracy, but no more than any other urban environment,” Dr. Brenda Hatfield, chief administrative officer for New Orleans Mayor Ray Nagin, said, adding the city had been forced to halve its pre-Katrina workforce so creating a new office posed funding challenges.

Apparently, it took nearly a year for Inspector General Robert Cerasoli to get his phones hooked up because we have this terrible city workforce problem. So why is it that they never have a problem finding enough city workers to demolish houses? I’m just askin’.

I seriously doubt the people hooking up the phones were City on New Orleans Employees. It isn’t hard to find contractors to do this kind of work. You might even want to have a public bid and ask for unit costs to install a phone. In the business there are called “drops and adds”, and can be priced per phone.
Since Cerasoli is not in a city building it might take a little more.
